The budget meeting for the Fiscal Year 2009-2010 was held at the
Sherubtse College conference hall on Thursday, 13th Aug 2009. The meeting was chaired by Dasho Dzongdag and the participants were two Dasho Dungpas from Wamrong and Thrimshing Dungkhag Administration, Gups and Gewog Administrative Officers from all the gewogs. Also all the sector heads and the engineers were present there to discuss the problems while actually implementing the works in the field.
The sectors heads presented their work plan and its budgetary support and its limits to the participants for the FY 2009-2010.
Some of the major issues discussed in the meeting were:
- Dasho Dungpas to attend the budget meeting from next year.
- Delay in fund release for the AMEPP supported activities.
- Delay in obtaining the social clearance for the construction of farm roads.
- Complexity in acquiring Forestry clearance delays the capital works execution.
- No uniformity in the approved budget.
- Unrealistic and non compliance of the formula based budgeting system.
- Budget not approved as discussed with the ministry, deletion made without consulting the executing agency.
Apart from the above mentioned issues the hall had a very hot discussion on so many other problems that arises within the gewog and at the Dzongkhag level as a whole at the time of executing the capital works. The meeting began at 9.00 AM in the morning and ended late at 8.00 PM in the evening, while the totally exhausted participant vacates the hall.
